What is Human Trafficking as described by the
Federal Anti-Human Trafficking Act of 2000? 
Please allow me to highlight how this law applies to my situation.
On nearly every level.

VICTIMS OF TRAFFICKING AND VIOLENCE PROTECTION ACT OF 2000

 

114 Stat, 1470 PUBLIC LAW 106-386 – October 28, 2000

AN ACT

To combat trafficking in persons, ESPECIALLY into the sex trade, slavery, and INVOLUNTARY SERVITUDE, to reauthorize certain Federal programs to prevent violence against women, and for other purposes.

DIVISION A- Trafficking Victims Protection Act of 2000

Section 102 PURPOSES AND FINDINGS

  1. PURPOSES – The purposes of this division are to combat trafficking in persons, a contemporary manifestation of slavery whose victims are predominantly women and children, to ensure just and effective punishment of traffickers, and to protect their victims.

  2. FINDINGS – Congress finds that:

(3) Trafficking in persons is NOT LIMITED TO THE SEX INDUSTRY.

(4) Traffickers primarily target women and girls, who are disproportionately affected by POVERTY, the lack of access to education, chronic UNEMPLOYMENT, discrimination, and the LACK of OPPORTUNITIES in countries of origin.

(5) Traffickers often TRANSPORT VICTIMS FROM THEIR HOME COMMUNITIES TO UNFAMILIAR DESTINATIONS, including foreign countries away from family & friends, religious institutions, AND OTHER SOURCES OF PROTECTION AND SUPPORT, LEAVING THE VICTIMS DEFENSELESS AND VULNERABLE.

(6) Victims are often forced through physical violence to engage in sex acts or perform slavery-like labor. Such force includes rape and other forms of sexual abuse, TORTURE, starvation, IMPRISONMENT, THREATS, PSYCHOLOGICAL ABUSE, AND COERCION.

(7) Traffickers often make representations to their victims that PHYSICAL HARM may occur to THEM or others should the VICTIM ESCAPE OR ATTEMPT TO ESCAPE. Such representations can HAVE THE SAME COERCIVE EFFECTS ON VICTIMS AS DIRECT THREATS TO ENFLICT PHYSICAL HARM.

Section 103 Definitions

          (2) COERCION – The term “coercion” means-

                 (a) THREATS OF HARM to or physical restraint against any person

                 (b) any SCHEME, PLAN OR PATTERN intended to cause a person to believe that FAILURE TO perform an act would result in serious harm to or physical restraint against any person; or

                 (c) the abuse or threatened abuse of the legal process

Why would a multimillionaire
demand a $1k 
rental deposit,  back?

Yes, one-thousand. Ten months
after I broke it off, forever. 

These entities of the State of Colorado, (and its commissions) made my situation a thousand times worse than help. In every possible way.
Why would "victim services" discontinue responding to victim s in dire need of help, text messages and voicemail? To suddenly ignore a survivor, especially after offering help, justice,  and understanding, is another abuser. This is the most pitiful "survivor-sucker-punch".

Denver District Attorney's Office | Sr. Investigator | Human Trafficking Unit

This detective appeared to be sincere in wanting to help me. 

He said I “definitely-maybe” had a case, twice

He said Federal agents would likely be involved since this (case) crossed state lines.

This was then quickly referred to the Montezuma Police Department.

The very same department that harassed and disrespected me to no end.

This police department laughed at my P.T.S.D.

This was not the county where this (case) happened to begin with.  It didn't matter in the end, because nobody called.

This Senior detective with the Human Trafficking Unit, so happened to work with the current, female director of the State of Colorado Department of Civil Rights and, then promoted to the D.A.'s office. {per LinkedIn} 

The same department that denied my housing harassment

complaint and eventually a separate HIPAA complaint as

"not probable."

I have never heard from any detective at all, as promised by the Senior Investigating Detective of the Human Trafficking Unit of the Denver District Attorney.

I think she vetoed him.

The Police report Human Trafficking investigating to the FBI.

That is not a "theory".

The appointed State Agency for Victim Services would take the lead on

emergency services such as food, housing assistance and employment assistance for a survivor to

have a chance at regaining solid ground, independently, after such devastating trauma.

Per the aforementioned Federal ACT - I have rights.

It's not the APDC's fault that Colorado didn't anticipate a Caucasian "victim" {if that's what happened}.

But they're the ones that offered me help and referred me to the Denver District Attorney's Office, Human Trafficking Division.

They tried to help with housing and it seemed they were trying to pull the resources they could for me in such a remote location.

They were very kind in having the Denver District Attorney's Office, Human Trafficking Division contact me, only with my permission.

These people genuinely wanted to help me.

Once the Senior Investigator of the Human Trafficking learned my story - he gave me hope of an arrest. 

Once he learned the cast of characters things 

The Colorado Human Trafficking Council [CHTC] created its own "Recommended Standards" to appease the task list of the General Assembly as a part of the legislation that created & funds the Council. In a nutshell, they specified five professional sectors and only apply to organizations that work directly with the victims of human trafficking.

These are the sectors: 

Community Based Victim Advocates | Treatment Providers (mental health) 

Housing Program Providers | Case Managers | Social Service Providers

​

The CHTC states it does NOT have regulatory authority over any of its partners. To me, that's understandable as these are all (in theory) private and/or non-profit organizations. Each with its own budget, purpose & set of logistics.

​

This is an understandable and appropriate intended course of action to sound official on their pricey ad campaign.

​

What about Colorado's pricey national award-winning human trafficking campaign?

​

These T.V. ads ran the summer of 2021 with a serious push throughout the month of August when they ran continuously on Prime-Time Television.  

 

Colorado won an AIVA Award - Academy of Interactive & Visual Arts, which was announced as part of the

27th Annual Communicator Awards. A national event.

Do attendees of these Black-Tie event have any idea that

Colorado didn't and continues to not put its money where its mouth is?

Where is the Federally Guaranteed "help", Colorado?

It's there.

Just not for me.

 

I understand that the Federally appointed funds to specifically help

survivors; comes from court related damages, seizures, fines and the like. 

These are not tax-dollars in any way, shape or form.

This is not a "fund" or a "charitable cause".

This is a Federal Humanitarian ACT~!

As I researched this; I learned the Colorado Human Trafficking Council holds monthly meetings on the fourth Friday of every month.

 

I attended their August 2021 meeting online, which is open to the public.

I introduced myself as a survivor.

 

My name should be in their meeting minutes. The meeting administrator asked me to stick around after the meeting as though she had interest in hearing my story. I was then muted. I stayed for the entire meeting and listened and watched. 

This was not the first meeting I've attended where committee members talk about doing something to hear themselves talk and nothing gets done. Their main topic that day was to find a survivor that could effectively tell the human trafficking story and speak to other survivors in a way that those survivors can understand.

They clearly were not interested in me because I'm white.

I really feel embarrassed to not only just say that, but to believe it was actually happening. 

I really could have saved a ton of stress had I not been in denial of that conclusion from the start.

Seriously.   

 

After all, how could an intelligent white person fall victim to this unrelenting torture?

That statement is more absurd than this situation & proves what a complete mess

Americans have made with our unique strength of diversity.  

 

When the meeting concluded, everyone packed up, logged out and nobody connected with me that day.

Or any day after that.

Who would be so wicked?
